Country Rollout Schedule
FSIS began implementing the PHIS Export Component on June 29, 2018, with a limited number of countries (Phase 1). FSIS is gradually expanding the PHIS Export Component to additional countries. On May 20, 2019, FSIS added the second group of countries (Phase 2) to the PHIS Export Component, and is adding China (Phase 3) beginning on January 27, 2020. - Phase 1: Afghanistan, Andorra, Bahamas, Bolivia, Burundi, Cape Verde, Cook Islands, Ethiopia, French Guiana, Gambia, Guinea, Liberia, Mozambique, San Marino, Tanzania, Uganda.
- Phase 2: Angola, Antarctica, Aruba, Bhutan, Botswana, Bouvett Island, Brunei Darussalam, Christmas Island, Comoros, Eritrea, Falkland Islands, Faroe Islands, French Southern and Antarctic Islands, Greenland, Guernsey, Heard Island and McDonald Islands, Isle of Man, Jersey, Lesotho, Liechtenstein, and Vietnam

ACCESSING AND USING THE PHIS COMPONENT
All Users MUST have eAuthentication “Level 2” to access PHIS:
- USDA eAuthentication System
"eAuth" is the secure system that allows web-based access to USDA applications and services. This USDA site tells you how to obtain a Level 2 USDA eAuthentication account. - Register for an eAuth Account

Information for Foreign Governments
Foreign governments can view all export certificates for product intended for their country issued by FSIS in PHIS, as a digital image, through an FSIS-controlled log-in feature, Foreign Country Log-in (FCL). Certificates from PHIS will be printed by FSIS on FSIS-managed security paper with an ink or secure digital signature, and viewable by countries with FCL access in PHIS. Officials of countries included in the PHIS export component can access the FCL by obtaining Level 2 eAuthentication and enrolling in the Certificate Signature Viewer role.

FSIS Inspection Program Personnel (IPP)
FSIS will use the Export Component to electronically inventory and track export certificate information, and enable IPP to review exact images (i.e., PDF) of export certification documents before approval.
